Apparently it can only be accessed when you go there for refueling, towards the end of the game. To be honest, not really worth it, but I found a great shotgun there.

By "refueling" you mean when you get back to the city with the boat, before the prison?

there's a quest to get in there right outside the shop, you clear it out of zombies then go open the door, fight off a horde and he opens the case for you..two shotguns, two pistols, and i believe two machetes also.

Oh i know exactly what your talking about now, i was so pumped to get in there only to find lame weapons. Decent re-sell value on them though!

And i did not access it during the re-fueling mission, it was afterwards but i could still do it, maybe it opens up at this time?

Not sure but I it seems to be completely random who sells stingray tails. I have seen stingray tails for sale when I was very low level and still in the first act.

Huh? I have finished the game already got the mod that needs stingray tails. What made you think I had not?
