You can access it from any fast travel point.
thanks for that info mate im his mate we just bought dlc thought we had been ripped off.
You are quite welcome. The chest behind the vendor in the arena lobby holds the inventory that you have given Jin, so you can swap out your weapons anytime during the game by going to the arena.
I just purchased it and feel well ripped off too. What a lame attempt at DLC.
Honestly after all the negative press at the main game launch you'd think they would have some consideration for the end user..

Well first time you have to travel to the arena but after that you can fast travel there anytime
Logan-->Level 60
Sam B-->Level 60
Xian Mei-->Level 60
Purna-->Level 60
No. You can always fast travel, even the first time.
