it raised with the patch and everyone can reach that except those who do not have this patch, because they got the old version and they do not have internet.
and even if you do not have internet on your console, you can install the patch from a usb-stick.
many of my friends do not have the dlc/goty and they are lvl 60.

I was about to say, not to include the cap as part of the patch is a little ridiculous. I've only bought the bloodbath arena. Didn't think the Ryder was going to be worth it.
Hmm, In my eyes you don't need all the perks, Just select the best one, and 60 is the maximum
